❓ Question regarding the budget allocation for the Southern Rail Link project, specifically whether the cost of the Rockingham city centre transit system is included in the $1.4 billion budget. The Minister's response avoids a direct answer, arguing that connecting bus services are part of the broader public transport system.

QuestionView source ↗
I refer the minister to the October 2003 edition of the New MetroRail On Track newsletter, which lists the components of the $1.4 billion budget for the southern rail link as the southern rail, the northern rail extension, the Thornlie spur, improvements in Victoria Park, and railcars. (1) Can the minister confirm that, as stated in this publication, the $1.4 billion budget does not include any costs associated with the proposed Rockingham city centre transit system? (2) When will the nature and the cost of the transit system be finalised? (3) Will the minister concede that when the transit system - likely to be trams or buses - is added to the New MetroRail budget, it will exceed $1.4 billion? Ms A.J. MacTIERNAN
AnswerView source ↗
(1)-(3) This is a bizarre concept. Of course when we build a rail system, buses - and taxis - need to feed into it. The proposition being put by the member for Carine is that every bus that runs into one of our new train stations should be counted as part of this project. That is an absolute nonsense. There is a variety of bus systems. It is true that we are looking at an integrated land use and planning system for Rockingham. Ms K. Hodson-Thomas interjected. Ms A.J. MacTIERNAN: Of course bus systems will need to feed into the new rail stations, just as bus systems feed into the rail stations in the northern suburbs, just as bus systems feed into the Fremantle line, and just as bus systems feed into the Armadale line. Ms K. Hodson-Thomas: You gave an undertaking that you would include them. Ms A.J. MacTIERNAN: We have not included all those buses as part of the rail project. It is part of our public transport system. Ms K. Hodson-Thomas: Is that why those members went to look at light rail? Ms A.J. MacTIERNAN: Had the route gone via the Kenwick deviation, buses would have been needed to take people to the deviated rail line. We do not intend to include the cost of bus systems in the rail system. We are working to come up with a very innovative mass transit system for Rockingham. We are looking to put a whole new focus on Rockingham city centre with detailed integrated land use and planning that will offer a great deal to Rockingham as a strategic rail centre - nothing that would have been achieved under the plan put forward by the previous Government. We will link the Rockingham rail station with Rockingham City Shopping Centre, the Murdoch University campus and the foreshore. The member for Murdoch tells people that not many people live there, but the area’s population is growing at more than three per cent a year. Several members interjected. The SPEAKER: Members! Ms A.J. MacTIERNAN: We are delivering for the people of Rockingham a fast, direct train service plus a mass transit system that will see that whole area rejuvenated, livened up and connected with its very important foreshore. Mr C.J. Barnett: There have been three years of bungling by you. The SPEAKER: I call the Leader of the Opposition to order for the first time.

Ms A.J. MacTIERNAN replied: (1)-(3) This is a bizarre concept.
