There is presently no number of residential units or tourism accommodation units and sites approved for development because the investigative processes established by the above amendment and the Shire of Busselton’s town planning scheme have not been completed. The amendment to SPP7 provides a modified planning framework to guide the development of the Smiths Beach Tourist Node west of Smiths Beach Road, including Sussex Location 413. It provides that residential development will be permitted on Loc 413 but will be secondary to the predominant tourist function. The Shire of Busselton is currently amending its Town Planning Scheme to be consistent with SPP No 7 (as amended). The comprehensive planning required by this SPP will then be undertaken in the development of an approved Outline Development Plan. Only at the conclusion of this process, and subject to the requirements of the Statement of Planning Policy No 7 (as amended) being complied with, can the identified developable area and the number of tourist units and sites and number of residential units be finally determined.
