I refer to the State Government’s commitment to provide $5m towards the construction of an $11m aquatic and sports centre in Bunbury, the contract for which has been awarded by the City of Bunbury to a consortium of companies. It is on the public record that Councillor Lane, the Australian Labor Party candidate for Mitchell, had a financial interest in the south west sports centre as a result of her association with one of the proposed tenderers and her spouse’s company’s intention to tender on the building. Will the minister advise - (1) When did Councillor Lane declare her financial interest? (2) What role, if any, did Councillor Lane take in relation to the project? (3) In view of his association with Councillor Lane, has the Labor candidate for Bunbury, Councillor Tony Dean, declared any interest? Hon N.F. MOORE

I thank the member for some notice of this question. (1)-(3) Members will be aware that the State Government is providing $5m to assist the City of Bunbury to upgrade the Hay Park recreational aquatic centre to a major regional sporting complex estimated to cost $10m. The process is being conducted by the City of Bunbury. Councillor Lane disclosed a financial interest in the matter on the grounds of “an association with one of the proposed tenderers and her spouse’s company who will be tendering on the building at a council meeting of 20 June 2000”. Council records indicate that Councillor Lane participated on a south-west sports centre redevelopment committee which had input into the specifications for the project, and that she had been aware of the tenderer since at least 28 March 2000. Councillor Lane also served on the redevelopment committee and served on the tender assessment panel. That panel recommended the engagement of the preferred tenderer, which I understand to be the tenderer in which Councillor Lane had declared a financial interest. In view of the fact that the City of Bunbury has a code of conduct with specific provisions on the disclosure of interests, including financial interests and interests affecting impartiality, I intend to refer this matter to the Minister for Local Government.
