I refer to the Better Bins program.
(1) To date,
which local and regional councils have applied to participate in the Better
Bins program and how much did they apply for?
(2) Which local and regional
councils were successful in their application and how much was given?
(3) How much of the Better Bins
funding has been expended to date?
(4) Are local and
regional councils required to provide reports on the operation of the program
and do these reports include statistics on recovery rates and waste diversion
rates?
(5) Are the
reports publicly available; and, if not, will the minister now table copies of
the reports?

(1) Sixteen
expressions of interest for a total of approximately $10 million were received
in 2014 for the Better Bins pilot from the Cities of Albany, Bayswater,
Fremantle, Joondalup, Rockingham and Stirling; the Towns of Cambridge and
Cottesloe; the Wellington Waste Regional Group; and the Shires of Capel,
Carnarvon, Collie, Chittering, Dardanup, Donnybrook–Balingup and
Kalamunda.
(2) Funding of $4
684 242 was offered based on a formula per household and selected waste
infrastructure to the Cities of Bayswater, $713 760; Rockingham, $1 610 000;
and Stirling, $1 650 000; the Towns of Cambridge, $211 182; and Cottesloe,
$87,250; and the Shires of Capel, $141 000; Collie, $117 000; and Donnybrook–Balingup,
$154 050.
(3) The expenditure to date is
$3.006 million.
(4) Local
governments are required to provide a preliminary report and a final report,
which include details on recovery rates and waste diversion rates. The
preliminary report contains baseline data and the final report will report
performance at the end of the two-year program implementation period.
(5) The City of
Bayswater and the Shire of Donnybrook–Balingup have submitted
preliminary reports and have agreed to the release of the waste and recycling
data in their preliminary reports. Confidential contract information will be
redacted before publication. The preliminary reports can be provided to the
member once available for publication.
