I draw the minister’s attention to the Budget Statements and the revenue from gambling. The estimated revenue for 2000-01 is $121.6 million, reducing to an anticipated revenue of $114.1 million this financial year - a reduction of $7.5 million. I also draw the minister’s attention to the fact that the Lotteries Commission of Western Australia revenues over the same period will reduce from $90.1 million to $85.2 million, which is the bulk of the reduction. (1) Why is there a reduction from 2000-01 to 2001-02? (2) I refer the minister to the out years, in which there will be virtually no growth in the Lotteries Commission or gambling. Can he provide an explanation? Hon N.D. GRIFFITHS

(1)-(2) The Leader of the Opposition is a former Minister for Racing and Gaming. As such, he is well aware that the Lotteries Commission of Western Australia is a well-run lotteries organisation - without doubt the best in Australia and world standard. Unfortunately, lotteries are a difficult market. We are dealing with a mature product in the sense that people who normally engage in gambling activities have been doing so for some time and it is necessary to engage in new operations and programs to stimulate demand. It is difficult to keep revenues rising to the degree that they have been. It is appropriate that recognition be given to that in arriving at the estimated figures presented in the budget. The Leader of the Opposition raises a serious matter. I am aware that the commission has taken on board the nature of its market, which is competitive with other areas of gambling. I will seek further information to ensure that what I have said is accurate. Hon N.F. Moore: Total revenues from gambling are also not growing, not just lotteries revenues. Hon N.D. GRIFFITHS: I note what the leader said.
