140 WILLIAM STREET SITE - PROPONENT
I refer the minister to her announcement that a proponent has been chosen for the 140 William Street site. (1) Will the minister table the business case that supports the government’s decision to include guaranteed office space rented by the government as part of the site sale process? (2) If the minister will not release the information, will the minister explain how the community can be assured that the decision serves the public interest rather than vested interests? (3) What is the annual rent cost per square metre that the government will pay at the start of the lease period? (4) What escalation clauses will apply to the rent? Hon KATE DOUST

On behalf of the parliamentary secretary representing the Minister for Planning and Infrastructure, I thank the honourable member for some notice of this question. (1) Contractual negotiations are under way with the preferred proponent. It would prejudice the public interest to publish the information. (2) The business case for 140 William Street is aligned with the government’s need for office space in the city, as outlined in the CBD government office accommodation strategy. The decision to offer a government office precommitment assisted in the receipt of 11 expressions of interest to develop the site, from which four major developers were short-listed to provide development proposals. The short-listed developers included the rent established by the government for the office precommitment in their proposals. Competitive proposals from three developers were assessed on value-for-money principles and design. This process is aimed at ensuring the public interests are well served. (3)-(4) These will not be disclosed prior to the completion of negotiations.
