I refer to a discussion which occurred on Tuesday, March 5 2002 at approximately 3.40pm on the back lawn of Mr Hounslows property 7 Williamstown Road, in which Mr and Mrs Hounslow, the Chairperson of the Williamstown Residents Committee, Ross Collins, Regional Mining Registrar and Jim Boucaut, Regional Mining Engineer were present -
(1) Did Mr Ross Collins state to Mrs Diane Mills and Mr and Mrs Hounslow with words to the effect ‘They (Brian and Barbara Hounslow) are going to have to consent to some things otherwise that would mean closing’?
(2) If yes to (1), what authority under the
Mining Act 1978
or any other Act does Mr Ross Collins have to state to Mr and Mrs Hounslow that they are going to have to give consent to KCGM to conduct mining activities and other activities which interfere with the land within 100 metres of 7 Williamstown Road?
(3) If no to (1), what specifically did Mr Ross Collins state to Mr and Mrs Hounslow and the Chairperson of the Williamstown Residents Committee in relation to this?
(4) Can the Minister explain what specifically are the some things mentioned by Mr Ross Collins that Mr and Mrs Hounslow are going to have to provide written consent to for KCGM?
(5) If not, why not?
(6) Did Mr Ross Collins state with words to the effect ‘It’s a breach of the law, but its one of those technical breaches, the mine is, it got there somehow’?
(7) If no to (6), what did Mr Ross Collins specifically state?
(8) If yes to (6), will the Minister or the Department prosecute KCGM?

(1 to 8) Mr Ross Collins, the Regional Mining Registrar and Mr Jim Boucaut the Regional Mining Engineer visited Mr Hounslow in the course of investigating complaints he has made to the Minister for State Development.
