889. Hon NICK GOIRAN to the Leader of the House representing
the Minister for Education:
I refer to instances in which
authorisation has been given to schools to employ a person in a teaching role,
without a teaching qualification.
(1) On how many occasions has this
occurred?
(2) Who provides the authorisation?
(3) Given the
large number of teachers in the recruitment pool awaiting placement, has the
minister been briefed this calendar year on the prevalence of this practice?

I thank the honourable member for
some notice of the question.
(1)–(3) The Teacher Registration Board of Western Australia
provides registration for teachers. Limited registration allows the
Department of Education to employ suitably qualified people who are not
registered teachers to fill specific teaching
roles when needed. To be eligible for limited registration, a person must have an offer of a teaching position; the required
skills, expertise, and/or qualifications for the duties of the teaching
position offered; the English language skills required for teachers in Western Australia;
and be a fit and proper person to be registered. As of 15 August 2024, 1 699
teachers hold limited registration across both the government and
non-government sectors. Some teachers, such as those teaching an Aboriginal
language, may not hold teaching qualifications but do have the required skills,
expertise and the cultural authority to teach that language. The minister is
regularly briefed on regulatory activity and staffing matters.
