I refer to the SILVA—Anywhere
Communications project as referenced in the Office of the Auditor General's 2025 transparency report: Major IT projects.
(1) What is the role
and intended purpose of the project within the Western Australia Police Force?
(2) Who are the vendors, contractors or
third-party providers engaged in the delivery of this project?
(3) What procurement process was used to select
those vendors or providers?
(4) What specific factors have contributed to the
increase in total estimated costs to more than 2.5 times the original amount
from $8.53 million to $21.52 million?
(5) Is there any anticipated increase in cost
forecast for SILVA—Anywhere Communications, and, if so, what are the
reasons?

been provided to me by the Minister for Police.
(1) The SILVA—Anywhere Communications
project offers the WA Police Force the ability to be connected to all of WA
police's online intelligence systems. The project will give WA police officers
faster access to information anywhere they need to solve crimes or find a
person at risk.
It provides officers access to a
much faster "anywhere" voice and data communication system, allows
the monitoring and tracking of high-end offenders and provides increased
frontline situational awareness for police officers, resulting in enhanced
community safety.
(2) Telstra and Vocus.
(3) Telstra was engaged under a whole of
government common use agreement and Vocus was awarded a contract following an
open market tender.
(4) The $8.532 million refers to the preliminary
estimate, which was limited to hardware and operating costs for the first year
of the project, whereas the $21.52 million includes just over two years of
operating costs.
(5) At this time, there are no cost increases
anticipated for this project.
