UNIT 18, CASUARINA PRISON
1260. Hon PETER COLLIER to the minister representing the
Minister for Corrective Services:
I refer the minister to the media
release of the former Minister for Corrective Services dated 4 April 2023 in
relation to the appointment of Mr Tim Marney and the implementation of the new
model of care at Banksia Hill Detention Centre; and, in particular, that the ''Model's
therapeutic, trauma-informed approach is based on best practice''.
(1) Does the new model of care
include the establishment and retention of unit 18 at Casuarina Prison?
(2) If no to (1), why is unit 18
continuing to be used as a facility for juveniles?
(3) If yes to (1), how long will
unit 18 continue to be used as a facility for juveniles?

I thank the honourable member for
some notice of the question. The following information has been provided to me
by the Minister for Corrective Services.
The Department of Justice advises —
(1) The model of
care was developed specifically for Banksia Hill Detention Centre. A number of
elements of the model of care will benefit young people at unit 18.
(2)–(3) Unit
18 was gazetted as a youth detention facility and continues to accommodate
young people who are unable to be safely or securely accommodated at Banksia
Hill Detention Centre. The major disturbance at
Banksia Hill Detention Centre in May 2023, when 25 per cent of buildings at the
facility were destroyed , means it does not currently have the capacity
to accommodate the state's most complex detainees. Critical works are
ongoing at Banksia Hill Detention Centre.
