1114. Hon Anthony Spagnolo to the parliamentary
secretary representing the Minister for Multicultural Interests:
Further to the
answer to question 1060, and in light of reported delays, governance concerns,
cost discrepancies and the government's $10 million commitment to the Chung Wah
Bentley community centre project, I ask the following.
(1) Will the minister table the complaint received
from the community member referred to in the earlier answer, together with the
minister's reply?
(2) Will the minister table the full funding
agreement and milestone schedule, and clarify why $10 million has now been
committed for a project that has costed plans, as approved by the City of
Canning, for $8 million? What explains the $2 million discrepancy?
(3) Will the minister confirm whether the
department has engaged any independent probity or audit processes in response
to the concerns raised and, if not, why have none been undertaken?
(4) Has the department received any revised
project timelines, risk assessments or updated costings and, if so, what do
these indicate about the viability of the project within the current funding
envelope?

(2) The financial assistance agreement, including
milestones, is currently being developed. The development application for the
project was approved by the City of Canning based on an estimated price and
does not represent the full cost of the project.
(3) The Department of Creative Industries, Tourism
and Sport (CITS) is ensuring that the project is delivered in accordance with
the CITS grants administration framework and the CITS project management office
under the provisions of the Financial Management
Act 2006 .
(4) The FAA is currently being developed and will
include revised timelines, risk assessment, milestones and costings.
