In relation to employees of the State Government for each of the financial years 2005–2006 through to and including 2012–2013, I ask: (a) as a percentage, how many of these employees were classified as Level 9 public servants or higher; and (b) as a percentage, how many of these employees were employed on a permanent, causal/temporary and contract basis?

The Public Sector Commission advises that the following information covers Western Australian public sector employees (as defined in the
Public Sector Management Act 1994
(PSMA)).
(a)-(b) The table below shows the percentage of WA sector employees (regardless of Award and Agreements i.e. it covers doctors, nurses, teachers etc.) who:
· have equivalent annual salaries equal to the Public Service and Government Officers General Agreement (PSGOGA) Level 9 and above salary bands;
· are employed on a permanent basis;
· are employed on a fixed term (contract) basis;
· are employed on a casual/temporary basis.

The percentage breakdown of employee types does not total 100% because employees categorised as Sessional or Other are not included. (Employee types are in accordance with HRMOIR data definitions.)
*  Comparing 2006 and 2007 information with information from 2008 onwards should be done with caution for the following reasons:
1) There was a change in the data definitions used for a range of workforce reporting between 2007 and 2008.
2) Information for 2006 and 2007 includes sworn police officers. Sworn officers were excluded from 2008 onwards as they are not classed as public sector employees under provisions of the PSMA.
