QuestionView source ↗
I refer to the previous question I asked the minister about the amount of public moneys expended by him in faxing people in Western Australia asking them to write in to “InsideCover”. He failed to give the amount of public funds expended in sending those faxes, and he said that he regarded the matter as now closed. Can the minister confirm whether he is refusing to account to the public about the money that was expended in seeking that they write in; and, if he is not refusing, will he similarly investigate the cost of sending those faxes, as indicated in the undertaking he gave the Leader of the Opposition, and advise the House of that cost? Hon TOM STEPHENS
AnswerView source ↗
I said that the matter was closed because I am of the view that the member has all the information necessary for him to come to the same conclusion that anyone else who read it would come to. Hon Peter Foss: Not how much you spent, and we are entitled to know that. Hon TOM STEPHENS: What was spent from my ministerial resources was on a letterhead and a single fax. Hon Peter Foss: One fax to one person? Hon TOM STEPHENS: A single fax. The cost from ministerial resources - Hon Peter Foss: What about the phone calls? Hon TOM STEPHENS: There were no phone calls. Hon Peter Foss: The fax is sent on a phone line all around the State. Hon TOM STEPHENS: One fax was sent at ministerial expense. Hon Peter Foss: To how many people? Hon TOM STEPHENS: To one destination. Hon Peter Foss: Was it distributed by someone else after that? Hon TOM STEPHENS: It was not distributed at ministerial office expense. I had hoped that was clear from the answer - Hon Peter Foss: You sent only one fax to one person and the rest was done by somebody else, was it? Hon TOM STEPHENS: The answer to the question is that a single fax was sent from my ministerial office. Hon Peter Foss: To a single person? Hon TOM STEPHENS: To a single destination. Hon Norman Moore: To your electorate office? Hon TOM STEPHENS: No, it was not sent to my electorate office. No other ministerial expense was involved. Hon Peter Foss: The rest did not involve any expenditure of public funds? The PRESIDENT: We do not have supplementary questions. Hon TOM STEPHENS: The rest did not involve public, ministerial or electorate office expense. I want the member to be absolutely clear on this so that he knows that the matter is closed as far as I am concerned. The ministerial expense would amount to the cost of a letterhead - around 5c or 10c - and presumably, the cost for a phone fax, which would be in the order of 9c or 10c. Hon Norman Moore: Why were you then reprimanded? Hon TOM STEPHENS: Because of the principle of the matter. The PRESIDENT: The minister should not answer supplementary questions that are not recognised by the Chair. Hon TOM STEPHENS: In conclusion, I would be interested to know how much of the Leader of the Opposition’s resources were utilised in organising the event to which I took exception.

Hon TOM STEPHENS: No, it was not sent to my electorate office. No other ministerial expense was involved. Hon Peter Foss: The rest did not involve any expenditure of public funds? Hon TOM STEPHENS replied: I said that the matter was closed because I am of the view that the member has all the information necessary for him to come to the same conclusion that anyone else who read it would come to. Hon Peter Foss: Not how much you spent, and we are entitled to know that. Hon TOM STEPHENS: What was spent from my ministerial resources was on a letterhead and a single fax.
