AUSTRALIA — DIRECTOR REMUNERATION
119. Hon MICHAEL MISCHIN to the Leader of the House
representing the Premier:
I refer to the response of 13
February 2020 from the Minister for Culture and the Arts to my question without
notice 25 regarding remuneration for the director of the Art Gallery of Western
Australia. I asked the minister specific questions regarding his knowledge of
the issue, and in respect of which he advised —
(1)–(5) I
refer to the response provided to the honourable member on Tuesday 11 February
2020. The determination of the remuneration and the process of appointing a new
Art Gallery Director is a matter for the Public Sector Commissioner. The
Minister will make an announcement when that process is concluded.
I encourage the
Member to direct the Question to the Premier.
In accordance with that advice, I now
ask the Premier the following.
(1) When did the
Minister for Culture and the Arts first become aware that the Public Sector
Commissioner had reduced remuneration for the director's position by
some 30 per cent?
(2) What was the basis for that
reduction?
(3) Did the Minister for Culture and the Arts have any
input into the decision, or discuss or make representations regarding
the proposed salary with the commissioner; and, if not, why not; and, if so,
what were they?
(4) Will the
Minister for Culture and the Arts now table the documents in his possession
concerning the decision; and, if not, why not?
(5) What is the
current status of the process of appointing a new director, and when does the
Minister for Culture and the Arts expect to make an announcement?

(1)–(2) The
previous occupant's salary was negotiated based on experience, and
factored in their relocation to Western Australia. The advertised salary range
of $202 631 to $235 539 per annum is consistent with the underlying
classification of the position and comparable positions and returns the
remuneration to previous levels.
(3) The Minister
for Culture and the Arts does not have a role in the remuneration determination
for the director position. This responsibility sits with the Public Sector
Commissioner.
(4) Not
applicable.
(5) The process
is being undertaken by the Public Sector Commissioner. No announcement can be
made until an appointment is made by the Governor.
