I have a supplementary question. Noting this departmental
policy directive for the Minister for Corrective Services to get a
comprehensive report of any escape within 24 hours, why has the minister been
incapable of providing a proper response on this prisoner and his escape?

When someone has escaped, the commissioner has always let me
know within an hour of the escape over the phone. He has given me a quick
assessment either that day or the next day. That does not include the details
of where the prisoner may have gone on those previous 13 day walks. That is not
relevant. It is a fact that this guy was incorrectly assessed to be minimum
security and available for day release.
