631. Hon LJILJANNA RAVLICH to the
Minister for Education:
(1) Can the
Minister for Education confirm the funding cuts for the following schools in
the Perth electorate —
(a) Highgate
Primary School, $171 000;
(b) Kyilla
Primary School, $82 000;
(c) Mount
Hawthorn Education Support Centre, $6 000;
(d) Mount
Hawthorn Primary School, $234 000;
(e) North
Perth Primary School, $129 000;
(f) Schools of
Isolated and Distance Education—primary, $71 000; and
(g) Schools of
Isolated and Distance Education—secondary, $140 000?
(2) If no to
(1), can the minister advise the actual funding cut amount for each school in
(a) to (g); and, if not, why not? Can the minister also give me the answer he
owes me from yesterday?

I will just take my tongue out of my
cheek. I thank the honourable member for the question. Yes, she will get the
response to yesterday's question after question time, as promised. As
always, I am very accommodating.
(1) No.
(2) The
government has determined that 2013 teacher levels will be maintained in 2014.
As a result of forecast enrolment growth, this means that there will be more
students per teacher in 2014. Across the system this represents an increase of
less than half a student per teacher. Changes to allocations for education
assistants will also result in approximately 350 fewer full-time equivalent
education assistant positions over time.

Changes to school FTE allocations
will depend on final enrolments. This will help to explain why I am getting to
the point and why the figures Hon Ljiljanna
Ravlich have are wrong.
Hon Ljiljanna Ravlich : Can you give me the right figures?
The PRESIDENT : Order! Let us hear the answer before we
get a running debate.
Hon PETER COLLIER : By way of explanation, Mr President, I am
explaining why the figures the honourable member has are wrong. That is what I
am doing and I hope she takes it on board.
Once again, c hanges to school FTE allocations will depend on
final enrolments. Some schools will have more teacher FTEs in 2014, while
others will have less. It is important to note that although there have been
resourcing changes for all schools, funding in 2013–14 has been
increased by $300 million. Cash changes to school resourcing include a 30 per
cent reduction to the school support program resource allocation, introduction
of a long service leave liability levy, 1.5 per cent procurement savings,
cessation of performance management funding and changes to some school grant
components. These cash changes total $37 million across all schools and
represent less than 1.5 per cent of total resourcing provided to schools on
average. Estimates of reductions in the aforementioned school cash allocations
are provided as follows —
(a) Highgate Primary School, $48 102;
(b) Kyilla Primary School, $21 013;
(c) Mount Hawthorn Education Support Centre, $13 815;
(d) Mount Hawthorn Primary School, $43 437;
(e) North Perth Primary School, $27 938; and
(f)–(g) Schools
of Isolated and Distance Education, $54 703. There is now only one Schools of
Isolated and Distance Education. There is no longer a separate primary and
secondary school.
