I refer to question on notice No. 3149, asked in the Legislative Council on 12 May
2015 by Hon Robin Chapple to the Leader of the House representing the Minister
for Energy, and ask: (a) why is data on the emissions intensity of power
stations not maintained by the State Government; (b) does the Minister intend on collecting this data; (c) if yes to (b), when; (d) if no to (b), why not; (e) does the State Government intend on creating a

a) Under the National Greenhouse and Energy Reporting Scheme, the Clean Energy Regulator is responsible for maintaining data sets of electricity generated and greenhouse gases emitted by facilities that meet reporting thresholds. Collection of this data is required by the
National Greenhouse and Energy Reporting Act (2007).
The Act recognises the commercial-in-confidence nature of the data, with consequent strict privacy provisions.
The Government of Western Australia does not intend to impose additional unnecessary administrative and compliance costs on businesses by duplicating the data collection role of the Clean Energy Regulator.

(g) The Australian National Greenhouse Accounts, which are published annually by the Commonwealth Government, provide estimates of greenhouse gas emissions for States and Territories. (h) Compliance with the Renewable Energy Target is not based upon the emissions intensity of generators.
