I refer to Serco Australia
operations at Fiona Stanley Hospital.
(1) Has a decision been made to
remove existing gardens in the psychiatric intensive care unit?
(2) If yes —
(a) who approved
this decision and why was this decision made;
(b) what was the
advertised tender number and the outcome of the tender process; and
(c) did Serco
have a role in the decision-making process or execution of the removal of the
existing gardens?

decision was made by the executive director of Fiona Stanley Hospital in
consultation with mental health staff and consumers to repurpose an outdoor
area of the Fiona Stanley Hospital adult mental health assessment unit to
enable greater room for physical activities. This is not the sole garden area
for the unit and a garden area remains within the unit. The identified section
will be concreted to create space for physical activities.
(b) It was tender
RFQ489064. The tender is still in process. The closing date for the tender is
15 September 2016.
(c) Serco was not
involved in the decision-making process. Serco manages tender processes on
behalf of Fiona Stanley Hospital in accordance with the hospital's
contract requirements. All tenders issued and awarded are authorised by Fiona
Stanley Hospital administration prior to any action taken by Serco.
