YARRAGADEE AQUIFER - MANAGEMENT RESPONSIBILITY
By way of clarification, on Wednesday, 22 March, I asked a question about which minister would be responsible for ecological services and water flows. There was some confusion yesterday about whether it was the Minister for Water Resources or the Minister for the Environment. Nevertheless, I will ask my question. I refer to my question without notice 9 of 14 March regarding management responsibilities for the Yarragadee aquifer. (1) What work has the Department of Water done towards determining the ecological water requirements for the Blackwood River? (2) Will the Department of Water apply the same process and methodology for determining the environmental water requirements for the Blackwood River as are being used to determine the ecological water requirements for the Canning River as part of the “Caring for the Canning” action plan? (3) If not, why not? (4) What data and analysis has the Water Corporation provided for any assessment of the ecological water requirements for the Blackwood River? (5) When does the Department of Water expect to complete an assessment of the ecological water requirements for the Blackwood River? (6) What work has the Department of Water done on determining the environmental water provisions for the Blackwood River? (7) When does the Department of Water expect to complete an assessment of the environmental water provisions for the Blackwood River? (8) Does the minister consider that it would be prudent for any proposal to extract water from the south west Yarragadee aquifer to have a comprehensive understanding of the ecological water flows of the Blackwood River? (9) If not, why not? Hon KIM CHANCE

I thank Hon Paul Llewellyn for some notice of the question. (1) The Department of Water has advised that the original work on ecological water requirements for the Blackwood River was done by URS Australia Pty Ltd in 2003-04. · Edith Cowan University work on riparian zones vegetation, 2005-06; · Murdoch fish and freshwater crayfish migration studies, 2005-06; · Centre of Excellence in Natural Resource Management work on pool-water requirements on the Blackwood River and tributaries, 2005-06; · reinstated gauging station at Darradup and a new site at Jingalup on the main river. Gauging at Milyeannup Brook, 2005-06; · annual snapshots of summer base-flow volumes and water quality over the past four years; and · river surveys of pool depths and volumes and location of riffle zones. (2) Similar methodologies were used for both, but the Canning River work is now more advanced. (3) Not applicable. (4) Extensive flora, fauna and physical survey information has been obtained by expert consultants for the assessment of the ecological water requirements of the Blackwood River. The data and analysis are described in detail in volume 2 of the south west Yarragadee water supply development environmental review and management program documentation, which was released by the Environmental Protection Authority on 27 February 2006 for public comment. These documents are available from the Water Corporation’s web site, www.watercorporation.com.au. (5) Preliminary assessment of ecological water requirements for Blackwood from Nannup to Hut Pool will be completed by the end of April 2006. (6) Work is progressing on ecological, social and economic considerations to assess the implications of a number of allocation scenarios. (7) Early 2007. (8) Yes. (9) Not applicable.
