I ask this question on behalf of Hon
Colin Holt.
I refer to the current road surface
and noise mitigation issues currently experienced with the NorthLink WA project
and the Bunbury Outer Ring Road.
(1) Given the
high level of road usage by heavy vehicles, what type of road surface is
planned for this project?
(2) What plans
are in place to mitigate movement of chip stones and damage to vehicles,
especially if chip seal is used as the surface material?
(3) What
individual plans are in place on site to monitor sound levels across the
northern, central and southern sections of the Bunbury Outer Ring Road?
(4) Will sound be monitored prior to
construction commencing at each site?

notice of the question. The following information has been provided by the
Minister for Transport.
It is noted that the contract for
NorthLink stage 3 was signed in January 2017 under the former Liberal–National
government, and the decision to use the chip seal method was contained within
this contract. It is also noted that a number of high-volume roads have a chip
seal treatment, including sections of Roe Highway, Tonkin Highway, Brookton
Highway and Wanneroo Road.
(1)–(2) Details such as the road seal and noise mitigation
will be determined as part of ongoing contract negotiations.
(3) Noise monitoring will be undertaken soon after the
road opens to validate noise modelling and demonstrate that the
requirements of state planning policy 5.4 have been achieved.
(4) Noise monitoring has occurred.
