24. Ms MacTIERNAN to the Minister representing the Minister for Transport:
(1) For each completed contract referred to in question on notice No. 1808 of 23 October 1997 -(2) what was the final cost; and
(3) if the contract has not been completed, what is the estimated final cost?
(4) Why was the contract awarded to Direct Drainage (WA) in April 1996 for relocating the Fitzgerald Street trunk sewer, at a cost of $990,000, left out of the answer to question on notice No. 1808?
(5) What was the final cost of Direct Drainage (WA)'s contract?
(6) How many contracts, in addition to those detailed in question on notice No. 1808, have been let for planning, construction or any related works for the Graham Farmer Freeway?
(7) For each of these awarded contracts -
(a) when was it awarded;
(b) what is the number of the contract;
(c) what is a brief description of the work involved in the contract;
(d) who was the successful contractor;
(e) what is the anticipated date for completion of the contract;
(f) what is the value of the contract;
(g) if completed, what was the final cost of the contract;
(h) if the contract has not been completed, what is the estimated final cost; and
(i) is it a fixed price contract or does it allow for variation from the contracted price?

The Minister Replied:
As at 3 October 2000:
(1)-(3) Please refer to Schedule 1 attached.
(4) Contract 507/95 was novated to Baulderstone Clough Joint Venture and therefore included in Contract 19/95.
(5) Nil - included in the cost of Contract 19/95.
(6)-(7) The information provided on contracts in the answer to Parliamentary Question 1808 of 1997 was limited to the 53 contracts recorded at the time on Main Roads' Contract Administration System (CAS).
With the greater focus on accountability and transparency, Main Roads has subsequently enhanced its contract award and reporting processes (ie establishment of a Tenders Committee in 1999 and improved recording of contract information on CAS).
A detailed search has identified a total of 147 contracts that have been awarded since 1993 in relation to the planning/construction of the $374 million project now known as the Graham Farmer Freeway. Details of these other contracts are provided in the attached Schedule 2.
