With regard to the urgent need for independent third party monitoring of water used for irrigation purposes and its impacts on waterlogging and salinity -
(1) Has the Government considered imposing an environmental monitoring and enhancement levy on groundwater?
(2) If so, what mechanisms have been investigated?
(3) If the Government has not considered the imposition of an environment levy on groundwater, why not?
