872. Dr M.D. NAHAN to the Minister for Transport:
Before I get to my question, on
behalf the opposition I would like to pass on my condolences to the Minister
for Tourism following the passing of his mum.
I refer to the $1 million Langoulant
inquiry's recommendation to improve transparency on major
infrastructure projects by requiring continuous public disclosure by the
government. Why has the minister failed to deliver continuous disclosure on
Metronet and the Forrestfield–Airport Link, including about sinkholes,
safety issues and budget blowouts?

I thank the Leader of the Opposition
for that question. The reality is that I have given more press conferences and
provided more details about this project —

Ms R. SAFFIOTI : — and
through brief ministerial statements in this place. In relation to the major
incident on 22 September, I found out about it the day after, went in for a two-hour
briefing on that Monday and went out and gave a full press conference and a full
media statement, and I have been very, very open and clear with the community
about this.
The Langoulant report made a number
of recommendations. It noted that the steering committee system set up for
Metronet was the right thing to do. It talked about the Auditor General having
access to cabinet documents, and that is something that has been implemented.
It talked about a framework for reporting, and that is currently being
developed. The Langoulant report said that Expenditure Review Committee should
review major projects, which is happening as part of its implementation. The
key question is: why will the Leader of the Opposition not release the project
definition plan that the opposition is trying to hide?

is underway. I have written to the Leader of the Opposition twice asking for
the release of that PDP.

Leader of the Opposition not release a document —

for Churchlands to order for the first time.
Ms R. SAFFIOTI : Why will the
Leader of the Opposition not release the project definition plan of a project
that is being implemented and for which the contract has been signed? There is
no commercial-in-confidentiality. Why will the Leader of the Opposition not
release it? What does the Leader of the Opposition want to hide in relation to
what the former government knew about the project?
