(1) Referring to the announcement by the then chief executive officer of Western Power that there would be a decrease in the L1 small business tariff on 1 August 2003, why was this decrease subsequently not implemented when it was announced? (2) Will the minister table a copy of the Frontier Economics Pty Ltd study commissioned by the electricity reform implementation steering group? (3) If not, why not? (4) Has the Minister for Energy discussed in Cabinet my request, made in the Estimates Committee on Wednesday 3 June, that the report be tabled? (1) It was decided not to proceed with the reduction ahead of the creation of a competitive market for the relevant group of customers. (2) No. (3) In endorsing the recommendations of the Electricity Reform Task Force on 25 November 2002, Cabinet requested that a more detailed analysis of the cost to government of the electricity reforms be conducted. The electricity reform implementation unit has prepared a draft submission seeking approval for a budget to implement the reforms. The Frontier Economics report was one of a number of inputs into that work and therefore should not be considered in isolation. At this stage, neither the Minister for Energy nor the Cabinet has endorsed the submission and budget. Consequently, it is not appropriate for the study to be released.
