standards and guidelines have been announced by the Department of Primary
Industries and Regional Development. The minister has stated that the drafting
instructions have been developed in consultation with industry and animal
welfare stakeholders.
(1) Over what period did consultation
take place with industry and animal welfare stakeholders?
(2) Was consultation carried out
via written communication or through face-to-face discussion?
(3) What are the names of the
industry and animal welfare stakeholders that were consulted?

department open consultation to any and all stakeholders who wished to have
input or did the department selectively approach industry and animal

(1) The drafting
instructions are to give legal effect in Western Australia to certain standards
contained in the Australian animal welfare standards and guidelines for the
land transport of livestock and for livestock at saleyards and depots. The
development of these two national standards and guidelines involved extensive
stakeholder consultation prior to their endorsement in 2012 and 2018
respectively. In addition to that part of the national process, the Department
of Primary Industries and Regional Development held a stakeholder meeting on 25
February 2018 to consult on the drafting instructions. I have also written to relevant members of Parliament to engage them in
the process and to offer briefings by departmental staff.
(2) The meeting
on 25 February 2019 was a face-to-face meeting, with two people joining by
teleconference.
(3) The following
stakeholders attended the meeting: Clint Gartrell, Boyanup saleyards; Rod
Bushell, Katanning saleyards; Emma White,
Kimberley Pilbara Cattlemen's Association; Jan Cooper, Livestock and Rural Transport Association of Western Australia; Ian Randles, Pastoralists and
Graziers Association; David Slade and Kim
Haywood, Western Australian Farmers Federation; and Greg Lott, Western Australia Meat Industry Authority.
(4) Following
feedback from members of Parliament in this round of consultation, a further
consultation with stakeholders, including, obviously, animal welfare groups,
will take place. The department has kept stakeholders updated on the amendments
of the act and the preparation of regulation through newsletters on 20 December 2018 and 6 May 2019. Hon Jim Chown is welcome to join Mr Ian Blayney for that briefing.
