I have a supplementary
question. Minister, was the recent breakout and the subsequent reduction in
overcrowding the first commitment he has been able to deliver as minister?

We will be taking
advice. We will all receive advice from the investigation of Ms Jan Shuard as
to what was behind that prison breakout. But, as I said yesterday,
underinvestment, overcrowding and a staff freeze, was pointed out to the former
government in two Office of the Inspector of Custodial Services'
reports, which it failed to do anything about —
