I refer to page 155 of the Housing Authority 2013-14 annual report and ask: (a) What are the reasons for the delay in negotiations between Aboriginal Housing Services and the Department of Premier and Cabinet; (b) How have these delays affected the capital commitments for remote village construction; and (c) Have the negotiations been resolved?

The Department of Housing advises:
(a) The Annual Report incorrectly states delays with the Department of Premier and Cabinet however, the actual delays were experienced with the Commonwealth Department of the Prime Minister and Cabinet. The National Partnership Agreement on Remote Indigenous Housing Competitive Bid was lodged in January 2014 for a program commencement of June 2014. The Commonwealth did not commence negotiating with the State until May 2014 and Commonwealth Ministerial approval for funding was not received until December 2014.
(b) The Housing Authority was unable to execute an early commencement to the 2014-16 construction program and works were delayed.
(c) Yes.
