(a) The Environmental Protection Authority (EPA) considered the potential impacts relating to sand erosion and depletion at Mullaloo Beach during its assessment, concluding that the impacts can be managed. It was also raised during the appeals process and investigated by the Appeals Convenor. Based on the advice and recommendations of both the EPA and Appeals Convenor, the Minister for Environment considered that coastal processes would be adequately managed, however, conditions in Ministerial Statement 1107 were modified to clarify the outcomes and geographic extent of the Coastal Processes and Wrack Management Plan.
(b) – (c) As a requirement of Ministerial Statement 1107 the proponent must have an approved Coastal Processes and Wrack Management Plan for the Ocean Reef Marina project. The Plan must include details about how the proponent will monitor beach profiles and wrack accumulation on nearby beaches. It is also required to set out the manner in which any sand erosion and depletion will be managed. The Department of Water and Environmental Regulation has reviewed a draft of the proponent’s Coastal Processes and Wrack Management Plan, and is awaiting further revisions to this Plan.
