WESTERN AUSTRALIAN LOCAL GOVERNMENT ASSOCIATION —
ANNUAL REPORTS
1456. Hon Dr BRIAN WALKER to the minister representing the
Minister for Local Government:
I refer the minister to the Western
Australian Local Government Association website, on which, like me, she will
find this year's WALGA annual report, but none from previous years.
Acknowledging that WALGA is a creation of the state government but not directly
answerable to it, I ask the following.
(1) Is it the case that WALGA began
producing annual reports as recently as 2019?
(2) If yes to
(1), why has WALGA not been required to lodge its earlier reports with either
the Parliamentary Library or the State Library, nor been required to retain
them online to allow for transparent comparisons year on year?
(3) Will the
minister use her considerable influence with WALGA to encourage it to adopt a more
transparent approach to information sharing; and, if it refuses to do so, will
she reconsider her previous refusal to request an audit of WALGA by the Office
of the Auditor General; and, if not, why not?

The following answer has been
provided by the Minister for Local Government.
(1)–(3) Under
the Local Government Act 1995, the Western Australian Local Government
Association is a body corporate with perpetual succession and is not a state
agency. WALGA is governed in accordance with its constitution and via the WALGA
state council and is not subject to the direction of the Minister for Local
Government.
