It is not the intent of the Bill to change what disorders chiropractors are competent to diagnose and treat. The purpose and effect of the Chiropractors Act 1964 and the Bill is not to constrain chiropractors in the range of services which they can lawfully provide but to define those activities which may be undertaken only by persons registered as chiropractors under the legislation. The range of services a chiropractor can provide is dependent on their qualifications and level of training and the recognition of these by the Chiropractors Registration Board of Western Australia (the Board) in accordance with the legislation. In relation to the provision of information to consumers, the Bill requires that the Board will have the new functions of supporting and promoting public education in the practice of chiropractic and issuing codes of practice for the practice of chiropractic and the conduct of chiropractors. (6) "Or any other similar system prescribed by the rules" reflects the current provision that provides for the Board to gazette a proclaimed method under section 22 of the Chiropractors Act 1950. "System" in this phrase is to be read in the same way that "system" in the first line of the definition is to be read, that is, in conjunction with the wording in the definition. "System" can be taken to be the ordinary and natural meaning of the word as defined in a dictionary. (7) The rule making power vests with the Board, on the confirmation of the Governor and the content of new rules under the Bill will require an extensive consultation process. The prescribing of these "systems" in the rules will be dependant on this process.
