Further to question without notice 689 of 12 March 2003, and given that the Minister for the Environment and Heritage indicated that the reviews undertaken of the Brookdale liquid waste treatment facility by the Department of Environmental Protection between 1989 and 1996 were not fully detailed, I ask - (1) (a) Will the minister indicate how many of the reviews actually occurred? (b) Will the minister table the reviews and documents generated by the reviews? (2) (a) Will the minister also table the reports generated by the six Environmental Protection Authority audits of the facility in 2002? (b) If not, why not? (3) (a) Will the minister confirm whether any furnaces were operated at the Brookdale facility for the disposal of any kind of waste between 1989 and 2003? The Minister for the Environment and Heritage has provided the following response - (1) (a)-(b) The Department of Environmental Protection does not have documentation recording how many reviews actually occurred between 1989 and 1996. The DEP’s regulatory role prior to May 1994 was limited due to the fact that the Department of Health was the proponent and had responsibility for managing the operations. After May 1994, when the Office of Waste Management became the proponent, DEP inspectors involved in the regulation of the waste industry tracked the transportation of waste from the waste generation sites to the Brookdale liquid waste treatment facility. However, this inspection program did not result in documented reviews. During 1995 and 1996, inspectors were on-site as often as every fortnight ensuring that waste was appropriately handled and treated. (2) (a) Yes. I seek leave to table the reports generated by the six Environmental Protection Authority audits of the facility in 2002. [See paper No 852.] (b) Not applicable.
