Mr. Wyatt questions the Premier on the impact of federal government funding (or lack thereof) on Noongar native title settlement negotiations and payments. The Premier asserts the state's commitment regardless of federal contribution but believes the federal government has a moral duty to contribute.

NATIVE
TITLE SETTLEMENTS — FEDERAL GOVERNMENT FUNDING
362. Mr B.S. WYATT to the
Premier:
I have a supplementary question. I note in the Premier's
answer he referred to the Noongar claim over the metropolitan south west. What
impact does the federal government, either funding or not funding in
particular, have on the ongoing settlement negotiations and payments to the
Noongar people?

We hoped that the agreement on the south west claim would be
in place by 1 July. For reasons that have nothing to do with the state
government, but rather with the native title holders, it will probably take one
more year before it comes into place, or at least six months. In terms of the
Western Australian government commitment—land, housing and funding—that
holds true. We will honour that regardless of whether the federal government
contributes, but we think it has a moral duty to contribute to that settlement.
