Referring to the Auditor General's recent report analysing the management of the Government's Health Reform Program, I ask -
(1) Does the Minister agree with the finding that there is a lack of documentation on project costs and benefits and a lack of regular and complete public reporting on progress to the community?
(2) How does the Minister ensure that new programs are on track and meeting their target dates?
(3) Does the Government intend to introduce a plain language format for regular and complete public reporting on progress with implementation of the Mental Health Strategy as a measure of accountability?

There are a range of formal reporting mechanisms including: · Expenditure Review Committee; · Health Reform Implementation Steering Committee; · Department of Treasury and Finance; · WA Health Operational Plan 2006/07; · Community Report Card (containing a progress report and information regarding key improvements throughout the health system is currently being finalised and will be published in September for community information); and. · Department of Health Annual Report; and · a variety of mechanisms will be implemented throughout 2006/07 to increase the range of publicly available reporting, particularly aimed at consumers via a range of communication methods. 3. The Government regularly produces the Mental Health Strategy 2004-2007 Newsletter , which provides a comprehensive plain language update on the progress of each Key Initiative. The newsletter focuses on projects that have become operational or have been significantly progressed since the previous update. The newsletter is distributed State-wide to key stakeholders including consumers, carers, mental health services, the Department of Health, Department of Corrective Services, Australian Medical Association and throughout the non-government sector. The next edition will be distributed and made available on the mental health and the Health Reform Implementation Taskforce internet websites mid-September 2006 and quarterly thereafter. The Mental Health Division has produced an annual report, which will soon be available on the mental health website with hard copies available upon request.
