SOUTHERN RAIL LINK, COST ESTIMATES FOR DIRECT ALIGNMENT OPTION
I ask a supplementary question. I assume that the estimates are not written. Given that, how did the minister come up with the estimated costs of the various infrastructure components between Glen Iris and Perth? Can the minister give an assurance that the southern rail link budget will not blow out if decisions to re-route the line have been made without first obtaining written cost estimates? Ms MacTIERNAN

This is bizarre. Of course, these estimates have been - Mr Barnett: Written? Ms MacTIERNAN: Yes, they are in writing. We have always said that these estimates will require confirmation during the master planning phase, just as the previous Government did when it made the decision to take the rail link via Kenwick. During the master planning phase an estimate is made of what the cost will be. At that time the estimate can be examined in greater depth. That is why one has a master plan. Unlike the costings that were done on things like the belltower and a raft of other projects - Mr Barnett: It is not the belltower we are talking about; it is a railway, not a belltower. Ms MacTIERNAN: The Opposition does not want to talk about the belltower. We cannot keep explaining this to members opposite; they either understand it or they do not. We have done a series of estimates using private and public sector professionals. On the basis of those estimates, we have made a strategic decision. We will provide members with the results that will come out in February - Mr Barnett: We want the written estimates. Ms MacTIERNAN: I do not understand what the difficulty is. If we are wrong, we will know in February. We are saying that the detailed studies are now being done. We always said that we needed to undertake - Several members interjected. The SPEAKER: Order, members! Ms MacTIERNAN: We will produce a detailed master plan in February and all those costings will be completed at that stage.
