HEALTH SYSTEM
I refer to the derogatory comments made by the Minister for Health in this place yesterday, when he said words to the effect that the public health system six years ago was the best public health system in the world, and it is now considered to be one of the worst, and ask - (1) Does the Premier support the comments made by the Minister for Health? (2) If not, will he ask the Minister for Health to apologise to approximately 8 300 nurses, 1 600 doctors, 3 500 medical support staff and thousands of other health workers who are devoted to our public health system and do not believe that it is one of the worst in the world? Dr GALLOP

(1)-(2) Obviously, the company that the Leader of the Opposition is keeping on the front bench, sitting next to the member for Mitchell, is starting to affect his ability to tell the truth. He knows that the Minister for Health was talking about a discrete category of health provision called public health. Under the Labor Government, from 1983 to 1993, public health, or preventive health measures, were given a very high priority by the Government. Articles written by Professor D’Arcy Holman, who is now professor at the University of Western Australia, indicated the extent to which, at the time of the change of government in 1993, Western Australia was the pride of the nation in having preventive health measures built into its system. Our strategies to reduce the incidence of smoking, and to address a whole range of issues related to preventive health, were the best in the nation. By the change of government earlier this year, the public health section of the Health Department had been decimated by the conservative parties now sitting opposite. The Leader of the Opposition is infected with the disease called the member for Mitchell’s inability to tell the truth about anything. The Minister for Health made it absolutely clear what he was on about, and for the Leader of the Opposition to come in here today, on the basis of the comments the Minister for Health made, and say that the Government is impugning the integrity of people who work in the health system, is not a reflection on the Minister for Health, it is a reflection on the Leader of the Opposition.
