I refer to Tourism WA’s Perth Hotel Investment Survey, produced by Transocean Consulting Services dated June 2007, which highlights the lack of, ‘willingness by developers or investors to facilitate new hotel development in Perth’ despite the supply shortage in the Perth hotel accommodation market and record occupancy rates, and Tourism WA’s Chairman Kate Lamont’s press release of 15 December 2009 regarding the National Long Term Tourism Strategy (NLTTS) where she states that, ‘We need to act now and solve the constraints to investment’, and I ask -
(1) What initiatives have been developed by Tourism WA that will create incentives for developers to invest in new Perth hotels?
(2) Does the Government plan to lessen the payroll tax, land tax and stamp duty liabilities of hotel developers and hotel operators to encourage investment, as recommended by the survey?
(3) If yes to (2), when and how does the Government plan to effect those changes?
(4) Will the Government consider the creation of an equity fund to invest in the development of tourist accommodation infrastructure projects, in the current environment where private investment in such developments is not forthcoming?
(5) If yes to (4), how does the Minister envisage such an equity fund would operate?
(6) Is the Government planning to enter into tourism related infrastructure projects for delivery as Public Private Partnerships (PPPs), as planned in health, education, correctional services and utilities, outlined in the Treasurer’s press release of 20 January 2010?
(7) If yes to (6), have any tourism related infrastructure projects been identified as potential PPPs?
(8) If yes to (7), what tourism related infrastructure projects have been identified as potential PPPs?
