(1)–(3) In December 2007, the Council of Australian Governments agreed to a partnership between commonwealth, state and territory governments to pursue substantial reforms in the areas of education skills and early childhood development. In May 2009, Morton Philips Pty Ltd was engaged to provide Mr Brenton Wright to undertake services associated with an early childhood and learning development project. This is a whole-of-government issue, and accordingly, the government is actively considering the recommendations arising from the project and other reports into the delivery of early childhood development in Western Australia that have been subsequently released.
