(1) Does the Minister accept the belief of some employers that current laws favour apprentices over them, hence their reluctance to employ more apprentices?
(2) Does the Minister accept it is too easy for apprentices to move from employer to employer, devaluing the employers’ investment in them, while it is much harder for employers to dismiss an apprentice?
(3) What measures are proposed to address this anomaly?

(1 - 3) There are a range of issues associated with the current apprenticeship and traineeship system that have been raised with me by both employers and employees. It is my intention to undertake an extensive consultation process with industry with a view to developing a more flexible and responsive system which provides appropriate levels of protection to both employers and to apprentices and trainees.
