WALPOLE - WATER AND POWER SUPPLIES
Given that water is presently being carted to Walpole to meet the community supply needs, and given that Western Power is not approving any applications for electricity connection due to limited capacity - (1) Does the Premier accept that the full user-pays policy of the Economic Regulation Authority has failed to deliver the basic services of water and electricity to this community? (2) Will he support direct government investment, under a community service obligation type payment, into the necessary infrastructure to ensure that Walpole has adequate water and power supplies? Mr A.J. CARPENTER

I thank the member for some notice of the question, although I received a response to it three or four minutes ago. I do not know how much notice the member gave, but it may have been insufficient. (1)-(2) First, in broad terms, everybody knows that Walpole is a wonderful part of Western Australia and we would not want the citizens of Walpole to be disadvantaged. However, there are significant policy and budget issues behind the member’s question, and I am not able to answer them right now. I suggest that the questions would be better put directly to the relevant ministers. Mr D.T. Redman : There are two pieces of infrastructure. Mr A.J. CARPENTER : I know. It is actually a policy question. I ask the member to put the question to the Minister for Water Resources and the Minister for Energy.
