With regard to the Department of Housing’s public housing stock in Broome, I ask -
(1) What is the Department of Housing’s public housing stock in Broome under the categories of one bedroom, two bedroom, three bedroom, and four bedroom houses, flats, and units?
(2) How many people are on the Department’s public housing waiting list in Broome?
(3) What is the average waiting time for public housing in Broome?
(4) What is the planned investment in new housing and refurbishments by the Department of Housing to cater for increased population in Broome in 2010, 2011, 2012, 2013 and 2014?
(5) What is the total population of public housing tenants in Broome and how many of these tenants are Aboriginal?
(6) What is the income threshold that triggers reviews of a tenancy agreement and is this threshold applied state-wide by the Department?
(7) Are there any different thresholds that trigger review of a tenancy agreement across the state?
(8) If yes to (7), where are they and what are the relevant thresholds?
(9) How many tenancy agreements in Broome are currently being reviewed because tenant's income exceeds the threshold?

(2) 698 (3) The average waiting time for the Broome Zone is 174 weeks The average priority waiting time for the Broome Zone is 60 weeks (4) In 2009/2010, the Department plans to commence construction or spot purchase 22 units for Social Housing in Broome at a cost of $7.6m. Plans for Social Housing in Broome in future financial years have not yet been determined/finalised. There are 8 properties which have recently been refurbished in Broome. Each financial year the Department allocates funds for planned, improved and day to day maintenance for public housing properties. In 2009/2010, the Department has planned to commence construction or spot purchase 21 units for Government Regional Officers Housing in Broome at a cost of $9.3 million. 16 of the 21 units will be completed in the same financial year with the remaining 5 units completed in the first half of 2010/2011. Plans for GROH housing in Broome in future financial years have not yet been determined. (5) Of the 784 Public Housing properties in Broome, it is estimated that 77% of tenants are Indigenous. (6) The Department conducts an annual review of all tenant incomes to ensure that tenant rents remain affordable. Where this review establishes that the tenant's income is above public housing eligibility limits a thorough review to assess their ongoing requirement for public housing is undertaken. (14) Primary responsibility for homelessness rest with the Department of Child Protection, however, the Dpartment of Housing is advancing a number of initiatives in Broome which target homelessness as follows: Saint John of God Foundation, Weld Street Broome: The Department of Housing and the St John of God Foundation are currently progressing a new Horizon House project at Weld Street Broome, funded through the Department's Joint Venture Housing Program. The six bedroom dwelling will be used to house six homeless youth in the town. Construction is expected to be completed in October 2010. The goal of each Horizon House is to support youth to study and complete a pre-apprenticeship or apprenticeship course, while receiving counselling and training in budget management, cooking, home care and maintenance. Broome Youth Accommodation Project: Broome Youth Accommodation Service is a partnership between Nirrumbuk Youth Services and the Department of Housing. It provides transitional accommodation, relief and assistance to young people aged 16-25 years who are homeless or at imminent risk of homelessness in the Kullarri region. The Department of Housing allocates six dwellings annually to the youth service for this program. Department of Housing construction: At Janaburu Six Seasons Estate, six single residential lots have been purchased and will accommodate 4 x 3bedroom properties and 2 x 4 bedroom properties. This project has been tendered and awarded to Tjallara Building Company and is expected to be completed in November 2010. In addition two group sites were purchased and will deliver 4 x 1 bedroom singles units and 4 x 2 bedroom family units. The project also has been tendered and awarded to Tjallara Building Company. It is expected to be completed in December 2010. A property in Roe Place, Broome, is currently being refurbished under the Commonwealth's Social Housing National Partnership Agreement. All new construction by the Department under State and Commonwealth programs will be used to facilitate allocations from the priority waitlist including to those people nominating as homeless or at risk of homelessness. Allocations to homeless people will be made in conjunction with support services provided under the Homelessness National Partnership Agreement. Homeless Action Group The Department of Housing is a member of the Homeless Action Group, a community based committee working to reduce homelessness in Broome. The group is currently negotiating to set up a homeless service or centre in Broome. A site for the project has been identified. Broome Kimberley Employment Based Accommodation Project ( KEBAP): The Kimberley Employment Based Accommodation Project was announced in April 2008. The announcement stated that four employment based accommodation facilities would be developed for Broome, Derby, Fitzroy Crossing and Halls Creek. The Commonwealth committed $10 million to fund construction with WA Government being responsible for contributing land and project management. Both governments committed to developing a shared arrangement to fund recurrent costs. The Department of Housing is negotiating with the Department of Training and Workforce Development for land to construct a 44 bed hostel on the Kimberley TAFE site in Cable Beach Road Broome. The estimated cost of construction is $8.0m. The hostel will provide safe, secure and supported accommodation for young Aboriginal people undertaking apprenticeships and traineeships in the region.
