HEALTH STEP UP, STEP DOWN FACILITY — GOLDFIELDS
661. Hon STEPHEN DAWSON to the Minister for Mental Health:
I refer to an article in the Kalgoorlie Miner of 16 May 2015 titled ''Mental health care
boost promised''.
(1) Why were
the details of the goldfields step up, step down facility not presented in the
2015–16 budget papers?
(2) How much
funding has been allocated to building and operating a step up, step down
facility in the goldfields in 2015–16 and over the forward estimates?
(3) Esperance,
Kalgoorlie and Boulder are cited as the competing locations for the new
facility; upon what criteria will the final decision be made?
(4) When will
construction commence on this facility and when is the centre expected to be
operational?

I thank the member for some notice
of the question.
(1)–(2)
The capital component of the goldfields project will be funded from existing
resources and therefore does not appear in the budget papers as new funding.
Recurrent operational funding of $1.281 million for Kalgoorlie has been secured
for 2015–16 to operate the service. I think that was posted in the 2013–14
budget, but it was back a little while, so it would not have been reprinted in
the new budget if it was posted in the previous budget.

Hon HELEN MORTON : It is a service that has been on
the go for a little while now. The recurrent funding has already been allocated
for it. I continue —
I am pleased to say that we have come
in under budget with the construction of the Joondalup and Rockingham subacute
services. It is planned that the goldfields subacute service will be delivered
through these savings.
(3) The
selected site will be required to meet the needs of the majority of the
goldfields population, who are primarily located in the Kalgoorlie–Boulder
area. Proximity to public health and mental health services, hospitals and the
community are also key considerations.
(4) Securing
suitable land for development and finalising design should occur by late 2015.
The target date for operation of the service is early 2017.
