(a) when was the system last upgraded; and
(b) are the changes being made to the national alert system, whereby messages will be conveyed to residents even if not physically present at their residence at the time of the emergency, going to be adopted in Western Australia, and if so when?

The
Fire and Emergency Services Authority of Western Australia (FESA)
advises:
(a)  January 2011.
(b) The change being made to the National Emergency Alert System is the development of the Location Based Solution (LBS). This capability allows for the delivery of emergency warning messages via text SMS to any mobile telephone within the emergency warning area regardless of registered address.
Western Australia will adopt the LBS as part of the State's Emergency Warning System when it becomes available. The system is currently under development with an estimated implementation timeline of November 2012.
