(1) In 2000-2001 the Health Department of WA (HDWA) will contribute $1 168 326 to The Richmond Fellowship's budget plus GST at 10% giving a total inclusive of GST of $1 285 159. This service value of $1 168 326 includes funds from the Disability Services Commission (DSC) of $400 413, which are administered through the HDWA. HDWA funding includes a CPI increase of 2.6% and DSC funding includes a CPI of 1.4% on the 1999-2000 service value. (2) The Richmond Fellowship wrote to the HDWA on 25 July advising of a potentially serious financial deficit for the 2000/2001 year and beyond. An earlier financial review was undertaken in November 1997, to examine short and long-term financial and structural issues. The HDWA has offered to fund an independent financial analysis of The Richmond Fellowship, which will be completed by 30 September 2000. This will make recommendations that will serve to improve efficiencies without impacting on the delivery of client services. It will also make recommendations with respect to the short, medium and long-term viability of The Richmond Fellowship and the organisational structure at all levels as it impacts on the financial management of The Richmond Fellowship. (3) The HDWA will analyse the recommendations contained within the report. Based on the recommendations the HDWA will work with The Richmond Fellowship to facilitate their continued financial viability and will seek to ensure that services to clients are not compromised. (4) The HDWA is not seeking to reduce the funds available to The Richmond Fellowship. The HDWA is supporting The Richmond Fellowship to improve its financial management strategies.
