I refer to the death of Ian Ward in the rear of
a prisoner transport van in January 2008 and I ask:
(1) Has a UN Rapporteur under the aegis of the United Nations Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (“OPCAT”) or otherwise, travelled to Western Australia and examined prisoner transport arrangements; and
(a) if so, when did this occur?
(2) What facilities and services did the Rapporteur inspect?
(3) Were submissions sought from the Western Australian Government and, if so, were these submissions subject to cabinet scrutiny?
(4) Was a report provided by the Rapporteur; and
(a) if so, does the Minister intend to table that report; and
(b) if not, why not?
