(1) Yes.
(2) As the rollout of the Regional Telecommunications Project is dependent on its alignment with the Federal Government's Mobile Black Spot Program this information will not be known until the Merit List is announced at the end of June 2015.
(3) Under the now completed Regional Mobile Communications Project:
