(b) as this land swap means that the residents of Allnutt Street will lose 2 metres of their current ‘buffer’ between house and road and future road widening could reduce this even further will the Minister assure these residents that this will not occur in the future; (c) if not, why not; (d) as building walls in front of houses is not an option because visibility will be reduced, what noise measures will be put in place to protect the residents; (e) if the re-location of the Mandurah bowling Club costs Local Government approximately $1.5 million how will the council and residents be compensated for this; (f) will this cost be added to the total budget of the South West Metropolitan Railway; (g) if not, why not; and (h) if the land swap will be re-assessed in light of the above concerns?

(b) I am advised that the City of Mandurah has initiated an amendment to its town planning scheme, to implement its preferred route, and that a second Scheme amendment is to follow. The first of these relates to the Mandurah Bowling Club land and that the latter of the two is likely to include proposals for road widening. I will consider these Scheme amendments on their merits and having regard to any submissions received when these come before me for consideration. (c) See (b), above. (d) The City of Mandurah will be responsible for the design and construction of the Mandurah east-west link road as this will be part of the local road system. Where necessary, the matter of noise amelioration measures will need to be considered by the Council. (e) State Government compensation is not involved as the Mandurah east-west link road will be part of the local road system. (f) No. (g) See (e), above. (h) The proposed land exchange will depend upon the outcome of the town planning scheme amendment process. The concerns you raise will be taken into account.

(a) The
Mandurah Inner Area Strategic Plan
(the MIAS Plan) recommended Option D. In terms of legibility, connectivity and accessibility, the MIAS Plan concluded that Option D would be preferable to Option B. In terms of overall considerations, the MIAS Plan concluded that Option D should be the preferred route because it meets all engineering and transport criteria, is the second-preferred option from a social impact perspective (and that it is also better in this respect than Option B) and has low environmental impacts. Following its own investigations and consultation, the City of Mandurah has recently decided to adopt Option D as its preferred route. It is possible the Member for Carine's question may relate to the Council's decision and to a report prepared for the Council. Questions relating to that decision should be referred to the City of Mandurah.
