RESOURCES RESOURCE RECOVERY FACILITY, KWINANA — LICENCE
515. Hon LYNN MacLAREN to the
minister representing the Minister for Environment:
I refer to the Eclipse Resources
resource recovery facility on Abercrombie Road in Kwinana, which is receiving
acid sulphate soil from the state government's Elizabeth Quay project.
(1) Is the site
required to have an operational vehicle wheel wash as part of its licence
conditions to ensure vehicles accessing the site do not track waste and other
hazardous materials?
(2) If yes to
(1), does the facility have an operational vehicle wheel wash facility to
ensure vehicles accessing the site do not track acid sulphate soil and other
materials offsite?
(3) If no to (2),
what is the Department of Environment Regulation doing to ensure compliance;
and should a major state government project be supporting a facility that is
not complying with its licence conditions?
(4) If no to (1),
why not; and what is the Department of Environment Regulation doing to ensure
vehicles accessing the site do not track acid sulphate soils and other
materials offsite, causing significant dust issues and dangerous road
conditions for other drivers?

of this question.
(1)–(4) There
is currently no licence active for operations at this facility. The previous
licence expired on 27 April 2015. The Department of Environment Regulation is
currently considering an application for a new licence for this facility. The
Department of Environment Regulation is currently investigating the proponent's
activities and whether these are consistent with necessary approvals.
