I refer to Budget Paper No. 2, Volume 1 at page 272 "Spending Changes", line item "Government Initiatives and Budget Priorities – Royalties for Regions", and I note that 2013-14 sees an increase in Royalties for Regions funding to the Education Budget of $9,836,000 on 2012-13 and represents a significant cost shifting from the Education Budget to the Royalties for Regions, and I ask will the Minister provide a detailed itemised list on how this money is to be spent?

The additional funding received through Royalties for Regions does not represent cost shifting from the Education Budget. The Spending Changes line item "Government Initiatives and Budget Priorities - Royalties for Regions" summarises Royalties for Regions cashflow changes and additional investment since the 2012/13 Budget was published. The amount of $11.988 million represents the adjustment figure on recurrent projects being:
· Regional Workers Incentive Allowance Payments
· Boarding Away from Home Allowance (BAHA)
· Clontarf Academies
· e-Learning Pilbara Cities
· Attraction and Retention Pilbara Cities
