I refer to the Regional Centres Development Plan (plan) for each Broome, Greater Geraldton and Kalgoorlie, and I ask in relation to each plan: (a) what is the cost to date for developing the plan; (b) how much funding was paid to consultants to develop the plan, please identify each consultant/consultant business and the funding received; (c) how were the consultants selected; (d) what is the expected cost for the completed plan; (e) what is the expected completion date for the plan; (f) what funding has been allocated towards the implementation of the plan (post completion of the plan); and (g) will the Minister please list all stakeholders consulted in the preparation of the plan?

(a) As at 20 September 2016 the total committed cost for developing the Broome Growth Plan was $1,000,474; the Geraldton Growth Plan was $ 694,450; Kalgoorlie Growth Plan was $1,071,351.

(c) LandCorp conducted all consultant procurement.
Consultants were procured following LandCorp’s standard procurement policy, which requires at least one quote for work less than $15,000; at least three quotes for work up to $150,000 and at least five quotes for work in excess of $150,000.
In most cases consultants were selected by an assessment panel, which included representatives of the local governments and Regional Development Commissions. Stantons International was commissioned as probity advisors to oversee the procurement of consultants.
A registration of interest database was initiated at the start of the process to identify consultants, and remained open for the duration of the project. Consultants were selected from that database, as well as using local referees and existing consultant panels. Consultants were chosen on a value for money principle based on their fee proposals.
(d) - (e) The budgets approved by the Regional Centres Development Plan – Stage 2 (RCDP2) Steering Committee to prepare the Growth Plans are:
Broome $ 1,300,021 expected completion date of 31 October 2016
Geraldton $ 961,053 expected completion date of 31 October 2016
Kalgoorlie $1,131,500 expected completion date of 30 November 2016
(f) The RCDP2 budget has no dedicated funding for implementation. Projects and initiatives identified in the Growth Plans will use the information gathered through the process to identify public and private funding sources and prepare business cases for funding.
Royalties for Regions has made significant investment in regional centres across Western Australia and will continue to support their economic development informed by their Growth Plans.
(g) A significant number of stakeholders have been, and continue to be, consulted during the process. Consultation includes various State and local government officers, industry representatives, businesses and the broader community. Consultation has occurred through various methods ranging from open public forums, targeted topic-specific workshops and one-on-one interviews.
