of 26 November 2003, showing a shopping complex to be located at the extreme southern end of the development area and remote from urban development, accurate?
(2) If yes, what planning justification can be provided for the shopping complex to be located in this position, rather than centrally within an urban area so that people are not forced to get into their cars to go shopping?
(3) How does the Government’s recently released sustainability strategy relate to this aspect of the Port Coogee proposal?
(4) Does the location of the shopping complex in this position indicate that there are other Government plans for significantly increased urban development around the shopping complex so as to improve its economic viability?

2. The southern location for the local/neighbourhood shopping facility was chosen by the developer as being more central and accessible to the broader Coogee community, and less exclusive to the future Port Coogee community. The developer has also indicated a preference to separate day-to-day shopping services, such as petrol and groceries from the marina village, to ensure that commercial facilities within the marina village are more directly related to the waterfront location. 3. The WAPC will make an assessment on how the proposal relates to the sustainability strategy when the structure plan is forwarded to it for its consideration. When making a decision, the WAPC will also be guided by Statement of Planning Policy No. 9 – Metropolitan Centres Policy, which provides a broad regional planning framework to coordinate the location and development of retail and commercial activities in the metropolitan region. 4. There are no other Government plans for urban development in the vicinity of the proposed Port Coogee proposal. 5. As outlined above, the WAPC will make an assessment on the most appropriate location for the commercial facilities within the Port Coogee development area on receipt of the City for Cockburn’s recommendation, taking into consideration any public submissions.
